Background of the Study
The administration of Muhammadu Buhari (2015-2023) introduced numerous economic policies aimed at transforming Nigeria's economy. This era was marked by a shift towards economic diversification, anti-corruption reforms, and a concerted effort to address the challenges posed by low oil prices and fluctuating global market dynamics. Buhari’s economic policy, often characterized as "the Buhari economy," revolved around initiatives such as the Economic Recovery and Growth Plan (ERGP), which sought to stimulate growth through infrastructure development, human capital investment, and industrialization. Within Kano Municipal, an economically pivotal area of Kano State, the administration’s economic strategies have been closely linked to both the modernization of local industries and the development of small-scale businesses. Kano is one of Nigeria's largest economic centers, particularly for trade, manufacturing, and agriculture, making it an essential focal point for understanding the direct impact of national policies on local economies.

Buhari's policies sought to reduce Nigeria's reliance on oil by diversifying the economy, with specific emphasis on non-oil sectors such as agriculture, manufacturing, and services. His administration’s financial policies were geared towards addressing the country’s fiscal deficits, improving infrastructure, and enhancing the business environment through reforms such as the Nigerian Industrial Revolution Plan (NIRP) and support for small and medium-sized enterprises (SMEs). Statement of the Problem
Despite the widespread implementation of Muhammadu Buhari’s economic policies across Nigeria, there is a limited understanding of their localized impact, especially in Kano Municipal, where economic activities are diverse. While some scholars have discussed the overall effects of Buhari’s economic policies on Nigeria, very few have focused specifically on how these policies have affected local economies such as Kano’s. As one of Nigeria’s largest commercial hubs, Kano Municipal plays a crucial role in the national economy, yet it remains unclear how the broad economic reforms under Buhari’s leadership have directly influenced the economic growth, employment rates, and business performance within this specific urban area.

The problem lies in the dearth of empirical evidence that assesses the effectiveness of Buhari's economic policies at the municipal level. In particular, the local challenges of Kano Municipal, including access to finance, infrastructure deficits, and the integration of local industries into national economic growth, require a tailored examination of federal policies. Understanding the impact of Buhari’s administration on the local economy is critical for improving policy implementation and ensuring that economic reforms benefit areas like Kano Municipal, which are both central to the nation’s economy and vulnerable to national policy shifts.

Objectives of the Study

  1. To examine the influence of Muhammadu Buhari’s economic policies on the growth of local businesses in Kano Municipal.

  2. To assess the impact of Buhari’s economic reforms on employment rates within the municipal economy.

  3. To evaluate the effectiveness of infrastructure development policies under Buhari’s administration in Kano Municipal.

Research Questions

  1. How have Buhari’s economic policies affected the growth of local businesses in Kano Municipal?

  2. What is the relationship between Buhari’s economic policies and employment trends in Kano Municipal?

  3. How effective were the infrastructure development initiatives under Buhari’s administration in improving economic activities in Kano Municipal?

Research Hypotheses

  1. There is a significant positive relationship between Buhari’s economic policies and the growth of local businesses in Kano Municipal.

  2. Buhari’s economic policies have a significant effect on reducing unemployment rates in Kano Municipal.

  3. Infrastructure development initiatives under Buhari’s administration have significantly improved economic activities in Kano Municipal.

Scope and Limitations of the Study
The study will focus on the economic impact of Muhammadu Buhari’s policies on businesses, employment, and infrastructure in Kano Municipal, Kano State. The scope is limited to examining the direct effects of national economic policies on the local economy without extending to other regions or national-wide impacts. The study will also consider the period of Buhari’s administration (2015-2023) and its corresponding policy initiatives.

  2. Local Businesses: Enterprises that operate primarily within a specific locality, contributing to the local economy, such as small and medium-sized enterprises (SMEs).
